As economically, socially and educationally backward Scheduled Caste students are not able to continue their studies after Std-10, government hostels are being run by the government to enable such students to get education along with other sections of the society.  is coming .  

The proposal was made from the letter dated 31/12/2017 from the Director (SC) regarding the construction of Government Kumar Hostel, Limbdi Dist. Surendranagar hostel and staff quarters.  Which has been included in the budget of the financial year 2020-21.  

The matter of its administrative approval was under consideration of the Government.  At the end of the adult consideration, for the construction of Government Kumar Hostel Limbdi, Dist. Surendranagar, hostel and staff quarters, Rs.  The new matter of lakhs is therefore subject to the following administrative approval. 

 (1) Expenditure shall be made within the limits of the budget provision made in the financial year 2020-21 and the grant allotted by the Finance Department against it.  

(2) For approval of construction work proposals, the Director (S.J.) immediately issued the existing s.O.R.  Accordingly, the technical approval of the competent authority has to be obtained by submitting drug estimates.  (3) P.M.D. in construction works.  The provisions of the manual must be followed.

 In case of approval of authority like Railways, National Highway Authority, Archaeological Department, Forest and Environment Department, Pollution Control Board, Local Authority etc., such work should be carried out only after obtaining such approval. 

 (3) While preparing the design of this work and in the implementation of the plan, the standards regarding safety and the guidelines of Gujarat State Disaster Management Agency should be strictly followed.  The instructions given in e-tendering given in 102008/1904 / y should be strictly followed.  Wherever possible the proposed construction will also have to implement a green building approach.  

(3) In case of any change in the approved estimates, adequate vigilance shall be exercised to obtain timely revised administrative approval.  Adequate budgetary provision has to be made for the present work in the current and next financial year subject to the existing rules. 

 (10) Expenditure in this regard shall be borne by the State Government in accordance with the provisions of the resolutions/circulars and rules applicable from time to time. 

 (11) The principles of financial fairness shall be enforced in respect of the costs incurred in connection with this sanction. (12) The grant allotted under this sanction may not be used for any other purpose.  The remaining amount will have to be surrendered by the end of the year.

(12) The conditions prescribed under the scheme shall be strictly adhered to.

  (12) Pursuant to the administrative approval of the said new matter, the Director, Scheduled Caste Welfare shall ensure that the expenditure is incurred as per the instructions given from Resolution No .: Expenditure - 102010-114 - Z-1 regarding frugality of the Finance Department dated 05/09/2050.  Expenditure in this regard is the demand of the department. No-2, Main Sadar-2 Scheduled Castes, Scheduled Tribes, Other Backward Classes and Minorities.  20 Government Boys / Girls Hostels will have to be constructed from the provision made under construction.
